The IIHF, the top international hockey organization, has made neck guards mandatory for all of its U20 players with older players likely to follow suit.

IIHF Makes Final Decision Regarding Neck Guards

Insider Darren Dreger just revealed that the IIHF has made neckguards mandatory for the WJC's and the U18 WJC's.
The @IIHFHockey has agreed to make neck protection mandatory for the World Junior Hockey championship and the Men's U18 championship. A final decision still has to be made on the Men's and Women's World Hockey Championships.

This means that anybody competing in a U20 international championship will be required to wear a neck guard. It was mandatory in previous years for younger players as seen here with 17-year-old Connor Bedard.
We will now see if they make neck guards mandatory at the top level. The IIHF has been at the forefront of many changes and it looks as if neck guards will be the next major change they make before the NHL does.
